The Monitoring and Evaluation (M&E) Officer is responsible for designing, operationalizing, and implementing robust Monitoring, Evaluation, Reporting, and Learning (MERL) systems across TPP’s portfolio in Tanzania.
The role ensures that all programme activities are tracked effectively, data quality is maintained, and lessons learned are integrated into programme improvements. This position supports evidence-based decision-making, contributes to organizational learning, and ensures compliance with donor requirements.

Duties and Responsibilities
The M&E Officer will undertake the following key responsibilities:
1. Monitoring and Evaluation Systems
- Lead the design and implementation of M&E frameworks, data collection tools, and performance indicators
- Establish and maintain reliable data management and reporting systems
- Conduct data quality assurance processes (DQAs) and routine data validation
- Integrate digital data collection tools (e.g., KoboToolbox, ODK) to enhance efficiency and accuracy
2. Data Collection, Analysis, and Reporting
- Coordinate systematic data collection across programme sites, including field visits
- Ensure adherence to data standards and reporting timelines
- Conduct data cleaning, analysis, interpretation, and visualization to support adaptive programming
- Prepare weekly, monthly, quarterly, and annual M&E reports, dashboards, and summaries
- Document success stories, lessons learned, and best practices
3. Capacity Building and Support
- Train programme staff, partners, and community representatives on M&E methodologies and performance tracking
- Provide ongoing technical support and mentorship to field teams and partners
4. Evaluation and Learning
- Support baseline, midline, and endline evaluations, assessments, and outcome studies
- Facilitate learning events, reflection sessions, and technical review meetings
- Ensure lessons learned are disseminated and integrated into program strategy
5. Stakeholder Engagement
- Engage with programme beneficiaries, community leaders, local government officials, and other stakeholders
- Collaborate with donors and external evaluators on reporting and evaluation requirements
- Perform other duties assigned by the TPP In-country Coordinator
Qualifications and Requirements
- Master’s degree in Statistics, Monitoring & Evaluation, Social Sciences, Development Studies, Natural Resource Management, Economics, Public Policy, or a related field
- 4–8 years of professional experience in M&E, preferably in rural development, education, WASH, health, or community programmes
- Proven experience in designing and implementing M&E systems, performance indicators, and reporting tools
- Strong analytical, problem-solving, and technical skills
- Proficiency in data management software and digital collection tools

Terms of Service
